At a recent press briefing held by the Ministry of Information and Civic Education, Deputy Minister of Public Administration and Political Affairs, Hon. Philip Tetema Tondoneh, outlined the significance of the Public Sector Master Plan. This initiative, he explained, aligns with President Bio’s "Big 5/Game Changers" agenda, particularly Pillar 5, which emphasises the transformation of Sierra Leone’s public service structure.
Deputy Minister Tondoneh detailed that the newly established Ministry of Public Administration and Political Affairs (MoPAPA) reflects the priorities of Pillar 5, as set out in the Government of Sierra Leone's Medium-Term National Development Plan (MTNDP) for 2024-2030. The master plan was developed through collaboration with key bodies, including the Public Service Commission (PSC), the Human Resources Management Office (HRMO), and the Public Sector Reform Unit (PSRU). With support from the United Nations Development Programme (UNDP), an international consultant was engaged to ensure that the plan aligns with African administrative standards and promotes accountability and inclusivity.
The recently concluded validation of the master plan brought together stakeholders from Ministries, Departments, and Agencies (MDAs), the Sierra Leone Police, Correctional Services, civil society, retired Permanent Secretaries, and international partners. The plan is built on eight core pillars: structural alignment, human resource management, e-governance, pay and incentives, communication and citizen engagement, public sector coordination, gender and social inclusion, and public service delivery.
“Public sector coordination and management is the principal responsibility of MoPAPA in ensuring effective public service delivery,” Tondoneh emphasised, adding that gender and social inclusion are essential components of the reform plan.
This master plan aims to create a more responsive, transparent, and inclusive public service, advancing the government’s commitment to efficient governance.
