Parliament Enacts Education Commission Act 2025.

The Parliament of Sierra Leone has enacted the Tertiary Education Commission Act, 2025, introducing key regulatory reforms to strengthen the country’s tertiary education sector.

The legislation, which underwent rigorous examination by the Legislative Committee and the Committee of the Whole House, is designed to enhance the quality of higher education by regulating tertiary institutions nationwide.

Parliamentary Review and Key Provisions

Presenting the Legislative Committee’s report, Chairman Hon. Abdul Sulaiman Marray-Conteh assured Members of Parliament (MPs) that the Bill had been thoroughly scrutinised. He emphasised that the Committee had extensively consulted with professionals and experts, ensuring a comprehensive evaluation of the proposed legislation.

Key aspects of the Bill reviewed included:

Institutional functions and responsibilities

Governance and management structure

Tenure of office for key positions

Accreditation and regulatory penalties

Remuneration policies

Following these deliberations and amendments, Parliament passed the Bill into law.

Enactment of the National Council for Technical and Vocational Education Act

In a related development, Parliament also enacted the National Council for Technical and Vocational Education Act, 2025. This legislation restructures the National Council for Technical, Vocational, and Academic Awards, which will now operate under the National Council for Technical and Vocational Education (NCTVE).

The NCTVE Act provides a framework for the accreditation, validation, examination, and certification of specialised and professional programs across formal, non-formal, and informal education sectors.

Both Bills were introduced by Dr. Haja Ramatulai Wurie, Minister of Technical and Higher Education, and underwent detailed scrutiny before being unanimously passed into law.

These legislative developments mark a significant milestone in Sierra Leone’s education sector, fostering a more structured, accountable, and high-quality tertiary and vocational education system.
